Are blacked-out headlights legal?

I’m doing some car modifications but there are a few questions I have about tinting. For one, are blacked-out headlights legal?

Blacked-out headlights are not legal, and tinting headlights and taillights (whether with spray or film) are actually illegal in all 50 states.
