Do some states forbid distant student discounts for car insurance?

I know some insurance companies offer a "distant student discount" for students who are away at college without regular access to a car. But do some states not allow this kind of discount? My insurance agent said PA law doesn't permit insurers to offer distant student discounts.

Thanks for the question! There aren’t any state laws that prohibit this option; however, each carrier must file all their rules, guidelines, and discounts with their state’s insurance commissioner. If this type of discount isn’t filed and approved for the carrier, it’s not an option for any of their customers.
