New Hampshire’s gas tax has held steady at $0.238 per gallon for several years—but with gas prices at an all-time high and no federal gas tax relief, drivers are feeling the financial squeeze.
2022 was a difficult year for residents of New Hampshire: a changing labor market, soaring inflation, and coastal flooding. Adding to the pile, the state’s gasoline prices rose to numbers never seen before, with no financial relief in sight.

New Hampshire’s gas tax is 23.8 cents per gallon, holding steady since January 2015. The federal excise tax is 18.4 cents per gallon of regular gasoline. All that to say, it costs New Hampshire drivers roughly 42 cents in taxes for each gallon of gas.
That may seem like an inconsequential amount, but the state of the economy and rising inflation impacts gas prices significantly—meaning higher costs at the pump, plus tax. New Hampshire motorists are certainly feeling the impact, but they’re not the only ones. Governors and legislators state that nearly half of the gas tax revenue comes from out-of-staters.
Is gas tax relief on the way in New Hampshire?
Biden remarked on higher fuel costs in March of 2022 and an unfortunate dependence on hostile nations for energy. Congress did not grant President Biden’s request for a federal “gas tax holiday”, but he nevertheless urged state officials to draft their own gas tax relief plans.
New Hampshire Governor Chris Sununu hoped to temporarily freeze the gas tax and give New Hampshire residents a break before the Summer of 2022—both for consumer benefit and to kickstart the economy before the tourist season. Republican lawmakers in Concord, however, abandoned the gas tax and set their sights on relief in the form of a property tax rebate.
How high are gas prices in New Hampshire?
The price tag on a gallon of New Hampshire gasoline averages $3.471 (as of October 2022).
This is down from last month’s $3.747 per gallon and less than the current national average of $3.910 per gallon. But don’t flock to the White Mountains just yet—the northern counties are experiencing higher prices than the southern half of the state. Gas in Carroll and Grafton retails for up to $3.557 per gallon. In the lower part of New Hampshire, however, gas prices dip as low as $3.398 per gallon.
If you’re driving in the state’s metro areas, there’s an even larger cause for concern. As the most densely populated city, Manchester's car insurance costs
are some of the highest in the state. But that’s not to say smaller cities are safe from higher premiums—despite a population size that’s roughly one-quarter of Manchester’s, Rochester insurance rates
are still very steep. Factor in Manchester’s average $3.473-per-gallon fuel cost and Portsmouth-Rochester’s $3.436 and operating a car becomes seriously expensive—that’s not even accounting for regularly scheduled car maintenance
, car repairs
, and other car-related costs. Here’s a list of average gas prices across New Hampshire’s major cities, based on October 2022 data compiled by GasBuddy:
Nashua: $3.288 per gallon
Concord: $3.29 per gallon
