While that law does not call out the use of license plate frames specifically, it discourages drivers from attaching anything to their license plate that covers any portion of the information on it, including the state name. 

What are the rules for license plate frames in Michigan?

In accordance with section 257.225 of Michigan’s vehicle code, “A person shall not attach a name plate, insignia, or advertising device to a registration plate in a manner that obscures or partially obscures the registration information.”
To avoid getting pulled over for violating this law, keep your license plate free of any decoration that might make a visual of your license plate difficult to read. 
Michigan allows license plate covers so long as your license plate stays in clear view. Dirty or tinted covers are not legally permitted. 

What are the fines for license plate frames in Michigan?
