How to get a disabled parking placard or plate in Idaho

Idaho residents must fall into one of these two categories to access the benefits of a disabled parking placard:
  • Temporary disability: Valid for 1–6 months
  • Permanent disability: Valid for 6+ months
If you identify with one of these categories, you could be eligible for a placard that displays the International Symbol of Access (ISA), which you probably recognize as the little white stick figure with a wheelchair. A valid handicap placard allows for:
  • Parking in ISA-certified spots
  • Waiving of all metered parking fees
  • Parking for unlimited time in zones that are typically restricted by time or vehicle type
  • Accessing the full-service gas pump at the same price as the self-service
  • Receiving free assistance at the gas pump
So, if you have a disability and think you could benefit from these privileges, read on to check your eligibility.

Who’s eligible for a disabled parking placard?

Here is how the state of Idaho legally defines a disability:
  • You are unable to walk 200 feet without rest
  • Your mobility is severely impaired by a neurologic, orthopedic, respiratory, cardiac, or arthritic condition
  • You lack function or are missing one or more limbs
  • You’re legally blind
Of course, the Department of Motor Vehicles (DMV) won’t just take your word for it. Your primary physician must diagnose the severity of your impairment. After they sign off on your eligibility, you are free to begin the placard application process.

How to apply

Choose whether you’d prefer placards or license plates. You may request two placards for free, but license plates cost $25. You will need to provide personal identification information, vehicle information, and the aforementioned physician certification to complete the form. Once it's complete, return your ITD Form 3392 to an Idaho transportation office or mailit to the following address:
Idaho Transportation Department

PO Box 7129
Boise, ID 83707-1129

Renewing a disabled parking placard

Your placard’s or plate’s expiration date should be listed directly on it. Depending on your circumstances, you may have to be reevaluated by a medical professional to initiate the renewal process.
Renewals can be executed following the same steps as the application or can conveniently be processed on the
Idaho Transportation Department website
. Note that there will be a $15 fee to renew disability plates.
Key Takeaway Idaho requires all disabled drivers to fill out ITD Form 3392 and undergo a health evaluation before receiving a handicap parking placard.

Guidelines for veterans with disabilities

Disabled veteran plates are available to Idaho residents that suffer from a 100% service-connected disability. To determine your eligibility, you will have to contact the Veterans Administration (VA) Regional Office in Boise.
Here’s how to get in touch:
  • Phone: 208-429-2145 or 800-827-1000
  • Address: 550 West Fort Street, Boise, ID 83724
Upon review, you will receive a letter of confirmation that validates your service-connected disability. Qualifying veterans will then fill out a
Military License Plate Application
(Form ITD 3682) to initiate the application process. As a thank you for your service, there are no fees for disabled veteran plates.
Key Takeaway Veterans can receive disabled license plates free of charge after receiving a letter of eligibility from the VA and completing ITD Form 3682
