What documents can be used as proof of residency in Kansas?

In order to obtain a Kansas driver’s license or REAL ID, you’ll need to provide the office of the Kansas Department of Revenue Division of Vehicles (DOV) with identification documents that fall under the following four lists:
  • List A: Proof of US citizenship (e.g. birth certificates, passports or passport cards, certificate of naturalization, certificate of citizenship, or a US consular report of birth abroad)
  • List B: Proof of legal presence for non-US citizens (e.g. valid permanent resident card, employment authorization card, I-94, valid foreign passport with US entry marking or documentation)
  • List C: Proof of Kansas residency (e.g. current vehicle registration, recent utility bills, recent mail, or check stubs).
  • List D: Social Security number (e.g. your Social Security card, a current W-2 or 1099, or current pay stub with your Social Security number on it)
For a standard first-time driver’s license or non-driver identification card, you’ll need one document from either Group A or Group B (depending on your status of citizenship) along with one document from Group D. You’ll also need to provide two documents from Group C in order to prove Kansas residency.
The documents listed below can be used to satisfy proof of Kansas residency and fulfill Group C requirements:
  • A utility bill or statement dated within the past two months
  • Your rent or lease agreement
  • A bank statement, deed, or mortgage
  • A bill for your car insurance, life insurance, or homeowners insurance that includes your name and address
  • Mail delivered by a federal, state, county, or city agency
  • USPS change of address confirmation
  • A letter or bill from your optometrist, physician, dentist, etc.
  • Valid Kansas vehicle title or registration
  • Kansas driver’s license or ID renewal postcard
  • Kansas voter registration card
  • A current W-2 or 1099 form
  • A check stub
  • A blank or void check
  • Your current educational transcript or school grade card
  • Current, professional license from a US agency
  • Department of Corrections certificate of identification
You should select any two documents from this list to use as proof of residency in the state of Kansas to obtain a driver’s license, non-driver identification card, or REAL ID card. Keep in mind, all documents shown must be the original copy. A photocopied, faxed, or electronic copy of your documents won’t be accepted as valid.

What documents do not qualify as proof of Kansas residency?

Kansas law allows residents to use a fairly wide variety of documents as proof of state residency—but that doesn’t mean every document or piece of mail with your address on it is accepted.
Specifically, a P.O. Box address won’t qualify as proof of Kansas residency—nor will any other document that’s not outlined on the list above. When it comes to meeting proof of residency requirements, the state can be strict, so it’s important to abide by the guidelines above for a smooth application process.

What qualifies for proof of identity in Kansas?

Proof of residency isn’t the same thing as proof of identity. In Kansas, you’ll need to provide both in order to apply for a driver’s license, non-driver’s ID, or REAL ID. Kansas separates proof of identity into three separate categories: proof of citizenship or legal presence (List A or List B, respectively) and Social Security number (List D).
Here are the documents that qualify for each:
  • List A: A state-issued Certificate of Live Birth issued by your birth state’s vital statistics or equivalent agency, US territory, or the District of Columbia; a valid US Passport or passport card; a certificate of naturalization; a certificate of citizenship; US Consular Report of Birth Abroad.
  • List B: A valid foreign passport with US entry marking or documentation; a valid I-94 Form; a valid permanent resident card; or a valid employment authorization card.
  • List D: Your Social Security card; a current W-2 or 1099 Form; a current pay stub that includes your SSN printed on it.
Suppose you’ve had a legal name change resulting in your name appearing differently on certain documents. In that case, you’ll also need to bring along one document that proves your legal name change, such as a government-issued marriage certificate, divorce decree, or court order of adoption or legal name change.
We know—that’s a lot of documents to keep track of! Thankfully, the Kansas Department of Revenue has a
portable checklist
to help you ensure you have all the necessary documents prior to submitting your application.
