What documents can be used as proof of residency in South Carolina?

Proof of South Carolina address must show your name and current address. If you’re getting a REAL ID, beginner’s permit, driver’s license, or identification card, you must prove two items from the list below. Both proofs need to have the same address. 
If you’re obtaining a beginner’s permit, driver’s license, or ID that has “NOT FOR FEDERAL IDENTIFICATION” presented on the front, you only need one proof of address. You can’t use just one proof to get a REAL ID. 
This is a complete list of what qualifies as a proof of address:
  • South Carolina (SC) beginner’s permit
  • SC driver’s license
  • SC ID
  • SC Vehicle Registration 
  • SC Concealed Weapons Permit
  • Fishing/hunting licenses from the Department of Natural Resources
  • Boat/jet ski registrations from the Department of Natural Resources
  • Voter registration card
  • County tax bill pr property tax receipt for vehicle or home
  • State or federal tax records
  • School records from an SC school, college, or university
  • Social security check or annual statement 
  • Current lease agreement for apartment, house, or car
  • Utility bill or payment receive mailed to your SC address 
  • Application for utility services at your current SC address
  • Credit card statements, bank statements, or a signed letter on bank letterhead
  • Home mortgage monthly statement or deed
  • Insurance documentation from an SC-licensed company 
  • Current letter of employment
  • Payroll stub or statement 
  • US Postal Service letter or item delivered by the US Post Office
  • Parolee letter from parole officer
  • Letter from director of SC social welfare institution 
  • Other documents issued by federal, state, or municipal governments.
When it comes to school records, you can use your transcript, report card, or official letter from your school as long as it shows your name and current SC address. If you attend a school out-of-state, you can use an out-of-state tuition bill or letter from an out-of-state school indicating you live in SC and attend school out of state. 
All documents are subject to verification. This list may change based on the SCDMV’s discretion so be sure to check against it if needed. All documents must be in English—if they aren’t, you should get them translated by a certified or qualified translator. 

What qualifies for proof of identity in South Carolina?

In South Carolina, if you need a driver’s license or identification card, you also need to provide proof of US Citizenship or Proof of Identity and Date of Birth. The following documents may work, and they all must be originals
A certified copy of a birth certificate with these requirements: 
  • Included birth/file, nook, volume, page, or tracking number
  • Registrar’s signature issued by county or Vital Records Office
If your birth certificate wasn’t issued at the time of your birth, you can apply for one from the Vital Records office and use this delayed birth certificate instead. Birth certificates from the US territories of Guam, American Samoa, Northern Mariana Islands, Puerto Rico, and the US Virgin Islands can also be used but they must be translated if not in English.
Other documents you can use are:
  • Unexpired US passport or passport card
  • Certificate of US Naturalization 
  • US Government-issued Consular Report of Birth Abroad
  • Certificate of Citizenship
You only need to provide one of the five types of documents from above as proof of identity. However, if your birth certificate is not from the US, you must also provide an additional document from the above list to prove US citizenship.
