But it’s also more itemized than a standard receipt, as it should also have information about the car, like the odometer reading and the Vehicle Identification Number (VIN). 
It also has information about the buyer and the seller, including signatures and contact information.
The purpose of a bill of sale is to provide a written record of the terms of the sale that both parties agreed to beforehand. This is why the signature and names of each party should be featured, so any dispute over the terms can be easily resolved. 
A bill of sale, unlike other documents having to do with the sale process, can be written on any available piece of paper, although there are unofficial templates available online.
A bill of sale does not legally transfer ownership of the vehicle from the seller to the buyer. This is part of the reason why states don’t always require one. To finish the transaction, the buyer must complete and file a
